Here is what you do:
Chop 3 whole onions, 1 bell pepper, and 2 cloves of garlic.
Saute the green pepper and onions in a deep skillet for 3 minutes.
Add the garlic cloves and stir with a wooden utensil for a moment to prevent burning.
Add a pound of ground meat,
1 to 2 tsp of ground mild red chile
1 tsp each of ground cumin and oregano.
Break up the meat with a fork or spatula to prevent lumps
Add in four cups of diced tomatoes and one tbsp of vinegar.
Add a half a tsp. each of pepper and chile caribe
